Getting mad at Winick for making Blue Beetle alive at the end of Generation Lost 21? Really?
Being the last reveal in the back of the book doesn't make it bad writing. If Winick doesn't explain it, it is. Otherwise, it's just a jawdropper. And doesn't it have much more effect being at the end of an issue than it would at the start or middle (in a maxiseries like this, the time between books is more like a commercial break, rather than the end/beginning of stories). Besides, the second I got to that part, I knew it would be the first thing that got explained in issue 22 (which it was).
And calling him being alive 'magical'? He wears a super advanced suit of armor that's literally fused to his body. Seems kind of obvious what brought him back. How, is still a good question (which Jamie explains next issue), but calling it magical is rather silly hyperbole. And wondering why the scarab didn't heal Ted the same way? First, the scarab never worked for Ted, or did anything for him, and certainly wasn't attached to his body. Second, I don't think Ted carried the scarab around with him. I could be forgetting that part though, which would just go back to point one: the scarab never worked for Ted.
Now, I did go back to issue 19 when Jamie was shot, and it does look like Max put a whole in his head in that panel. Yet, in every pic of Jamie afterwards, including the panel immediately after the headshot, his armor and skull look completely intact (and in that panel immediately after, it almost looks like the bullet hit his forehead, rather than the side of the skull). So I guess we could chalk up the headshot panel to a bad art choice by Winick and Dagnino that created this inconstancy in order to mimic what happened to Ted and look very dramatic.

The blue beetle scarab is referred to as an artifact of magic, so the term "magically" was appropriate. People forget that his power is based on magic not tech. The scarab is much like the Starheart from green lantern. I knew he would return and that his suit would fix him, that's just logical. You don't kill off that type of character until ted cord returns one day. The scarab did work for ted when he was in great need, like in Crisis on Infinite Earths. I never said it was bad writing, I like the book I just don't care for the character.

Ok. That's just not how it came across. By magically, I thought you meant he was back with no explanation whatsoever. Because the scarab isn't magical. That was retconned. It now just seemed magical because it's a superadvanced piece of advanced Reach tech.
I don't remember the scarab doing anything during COIE.
