Silver Surfer in Planet Hulk

In Planet Hulk, when Hulk fought SS, did Surfer not have all of his power cosmic? He didn't use all his powers to defend himself from Hulk, then. I know the portal thing to Sakaar drained their strength, but I didn't think it would take away powers.

Silver Surfer was weakened by the portal to the point of being vulnerable. Once implanted with the obedience disk, he could not use the power cosmic.

When fighting Hulk, he had regained his power in all ways except the power cosmic was off limits. And as we saw, Hulk wins in that scenario.

It wasn't until Hulk broke Surfer's disk that he was able to use the power cosmic again and freed them all.
