Where are the Aquaman villians?

Just because the true Aquaman isn't around and the new Aquaman is sort of in DC limbo right now, why can't the Aquaman villians be used in other books? That recent JLA story vs. the Legion of Doom would have been a great place to see Black Manta.

Marauder is in the latest issues of the Suicide Squad mini.He is being put back together after Orin thrashed him and will work for the Squad from now on probably.
